When no levels exist for an age group, prompt to go and create levels. (AF Newcastle)

Levels
When creating levels, if the 'progression' of levels are configured to link back to a prior level, it caused a total freeze when using the back-end (viewing contacts etc).
Added validation to prevent the configuration of levels to be linked backward to eachother.
